Actually, the canonical URI of the v2 and v3 code systems *has* changed. In STU3 and earlier, the root was "http://hl7.org/fhir". In R4, they changed to have a root of http://terminology.hl7.org and no longer have a distinct base whether the code system was v2 or v3. That was done before any of FHIR got locked down as normative and was driven by HL7 shifting to a unified set of terminology governance.

Also, to reply to the second part of your question "Why were the URI changed?":

The canonical/defining URIs of the code system has not changed. The canonical/defining URI is a globally unique identifier for the code system (this also applies to value sets). Canonical/Defining URLs do not necessarily resolve/redirect to a working HTML page -- they are simply unique identifiers. I think the intent is for all canonical URLs to resolve/redirect to some sort of useful information, but it's not a requirement for conformance at the moment.

In your specific example, it sounds like an overlooked redirection bug that could be fixed in a later release, as long as it is raised with HL7. The canonical URL itself hasn't changed, just that the redirect is broken.

Don't know if there's a general solution, but for this particular example:

The canonical URL http://hl7.org/fhir/v3/ActCode used to resolve to an STU3 physical page. You can still get to that page by using http://hl7.org/fhir/stu3/v3/ActCode (or http://hl7.org/fhir/3.0/v3/ActCode), which both resolve to the physical page http://hl7.org/fhir/STU3/v3/ActCode/cs.html

The new R4 page for that codesystem is at http://hl7.org/fhir/r4/v3/ActCode/cs.html (or just http://hl7.org/fhir/v3/ActCode/cs.html)

This method should work if you run into any other issues.

Hi,
We have noticed that some HL7 URI code systems have changed. We have struggled in finding the new URI and we are still not sure we got it right.

Here is an exemple: ActCode
URI Code system: http://hl7.org/fhir/v3/ActCode
Error message: HL7 - 403 Directory Listing Denied

Is there a map from the old URI to the new ones? Where should we look to get the latest information?
Why were the URI changed?
